each facet of the default output is imported separately, so your importing stylesheet overrides method from xhtml to xml but the doctype-public (and other) settings are still in effect. If you gave a different doctype-public in template 1 that would win, but unfortunately you can't explictly state teh default behaviour of no doctype. What you can do is get template1 to instead switch to an alternative named output setting,or use result-document...
