|   If value is a node set, xsl:copy-of is used.
|   If value is a simple value, xsl:value-of is used.

Just use <xsl:copy-of> in both cases.

See section 11.3 of the XSLT 1.0 spec on <xsl:copy-of>

"When the result is neither a node-set nor a 
 result tree fragment, the result is converted to 
 a string and then inserted into the result tree, as
 with xsl:value-of."
