So I got skipdraw working for the players, and a slight variant for the ball. I figure it saves me a bit over 30 cycles, 'cause I can SLEEP that much longer before I start screwing w/ the scanline count. Thanks for your patience and explanations Dennis, and of course for the general idea Thomas. I'm positive there's still a lot of room for tweaks in the kernal, but right now I want to work on some new gameplay elements.
