What do you mean by "the head of the xsl"? Did the entire head element fail to appear in the html output? If so, the template that contains the "head" element is not being called. Do you mean that the "head" element appeared in the output but that the html page did not seem to know about the css style sheet? Then you have a problem with the file name or its location when you run the html file. Or did you mean something else?
